Dear 24th District Neighbors,
Summer is here in full swing and even though I’m not due back in Springfield until November, there is plenty of work to do!
When our legislative session ended on May 31st, the bills that we were able to pass in both chambers of the legislature then headed to the governor’s desk for his signature.
Here are the bills I worked on as Chief sponsor this session that are still waiting on the Governor's signature:
SB 3652 - Requires Dept. of Human Rights to inform tenants of their right to safe housing

Prisoner Religious Rights (HB 3055) Public Act 103-0331
The Faith Behind Bars Act ensures that individuals in correctional facilities have the right to practice their faith without undue burden to the state, including access to religious texts, pastoral care, and accommodations for prayer, fasting, and dietary restrictions. It mandates that correctional institutions provide necessary resources and facilities for diverse faith practices while adhering to constitutional rights and operational feasibility within the correctional system. The act also amends the Unified Code of Corrections to align with these provisions.
Bicycle Safety (HB 5143) Public Act 100-0770
The "Dutch Reach" bicycle safety bill passed both Houses and is headed to the governor's desk. HB 5143 would add the Dutch Reach method of opening a car door to the Secretary of State's Rules of the Road drivers' handbook. The use of this method could decrease the
number of bicyclist injuries and fatalities.
Demographic Data (HB 3131) Public Act 100-0275
Rep. Mah was the Chief Sponsor of HB 3131 which requires the Department of Human Services to collect and publicly report statistical data on the racial and ethnic demographics of participants of programs administered by the Department. All of the demographic information collected will be made publicly available and racial and ethnic classifications will be standardized.
Language Access (SB 1869) Public Act 100-0320
Rep. Mah was the Chief House Sponsor of SB 1869 which was passed to Increase language access to legislative information and government services. The website containing legislative information, including committees, public acts, and legislative actions, will be made available in multiple languages. The act also created the Language Access to Government Services Task Force to identify language access issues in Illinois and to recommend ways to eliminate language barriers to government services.
